Sul & Associates is a professional monitoring and evaluation firm serving clients with culturally responsive practices. Sul & Associates provides technical assistance to governmental education agencies, colleges and universities, school districts, non-profit, and other community-based educational organizations.

Planning

Efforts to bring about change should address needs defined within an organization’s strategic plan. While many organizations have developed comprehensive strategic plans, others seek support as they construct their own. For those seeking such assistance, Sul & Associates works with clients to establish long-term plans for the operation the organization and their priority programs. Working collaboratively with a team of key stakeholders, Sul & Associates provides support in the formal identification of these plan components.

Grants Development

Sul & Associates works with clients to develop both private foundation and government grant proposals. The process commences with a needs-assessment of the project and focuses on the identification of project goals, evaluation questions, and data sources.

Monitoring

The monitoring of programs is a form of evaluation that is performed during program implementation, with the aim of improving the project design and functioning while it is taking place. Program monitoring can include an ongoing review of program activities to determine whether they are developing according to plan or whether any adjustments may be needed so that the intended goals are achieved.

Assessment

Sul & Associates works with teams of stakeholders and psychometricians towards the design and development of culturally responsive and psychometrically valid systems of assessment. Whether plans call for a system-wide large-scale assessment or a smaller local assessment, Sul & Associates can assist your organization to incorporate the practices involved in developing culturally responsive and psychometrically valid systems of assessment.

Evaluation

Program evaluation can be viewed as the comprehensive analysis of the effectiveness and efficacy of the program. Evaluation efforts are defined through the strategic planning efforts of the program stakeholders and are guided by the question: What are we trying to accomplish? A comprehensive program evaluation can address the key issues of program sustainability, coordination, consistency, and the effectiveness of monitoring and reporting systems.

Learning

Sul & Associates shares knowledge with practitioners and researchers at assessment and evaluation meetings and conferences. Watch for our presentations at the American Evaluation Association and the Culturally Responsive Evaluation and Assessment conferences.

Tools

Administrators of small to medium-sized non-profit organizations often struggle to tell a more complete story of the impact of their programming. Using web-based technologies, a more robust form of information can be captured, stored and used for monitoring and evaluation purposes. Sul & Associates espouses the use of open source software to deliver customized tools for clients.

Encuesta Survey

Encuesta Survey is more than just surveys. It is the comprehensive data gathering solution that is used exclusively with our clients. The service is included as part of a suite of evaluation services.

Project Portfolio

The Project Portfolio is a cloud-based storage system provided to clients by Sul & Associates. This comprehensive storage system houses the critical elements of the monitoring and evaluation process described above: strategic plan elements, an activity reporting function, a formative reporting function, and a summative reporting function.

Learning

2018 Indigenous Knowledge Assessment Cohort

Sul & Associates is launching a new initiative focusing on the assessment of indigenous knowledge, language, and culture. Our initiative will support indigenous peoples’ right to self-determine their own forms of education through an annual cohort of assessment teams. Working together with indigenous communities, our work will focus on the development of assessments that are psychometrically sound, culturally responsive and honor traditional wisdom. We are accepting new clients and specialists for this work.

Conference Presentations

In 2017, Sul co-presented a symposium entitled “Reclaiming Sovereignty of Learning Rooted in Indigenous Knowledge Constructs: The Development, Implementation and Validation of the Papakū Makawalu Competency Assessment” at the 4th International Culturally Responsive Evaluation and Assessment (CREA) Conference held in Chicago.

In 2016, Sul co-presented a paper at the CREA conference held in Chicago. The paper, titled “A Framework for the Development of Equitable Measures: Strategies and Methods for Developing a Statewide Assessment Appropriate for Children with Special Needs in California,” was part of a panel of presentations titled “Developing Evaluation of Equitable Measures Using Culturally Responsive Strategies.”

In 2014, Sul & Associates presented a skill-building workshop at the American Evaluation Association national conference held in Chicago. The workshop, titled “The Project Portfolio—A Cloud-Based Internal Monitoring and Evaluation System Built upon Open Source Technologies,” was sponsored by the Integrating Technology into Evaluation Topical Interest Group (TIG).

Indigenous Knowledge Assessment Workshop

Keiki Assess

Indigenous communities are reclaiming the sovereignty of their educational institutions and actions range from the renaming of schools to the redesign of educational curricula. Assessment leaders residing within these communities are responsible for guiding the transition towards forms of assessment that focus exclusively on indigenous knowledge domains.

An indigenous knowledge assessment workshop is planned for Fall of 2018. This workshop will focus on key phases in the development of assessments of indigenous knowledge and will be presented using a case study approach.

Mission

Sul & Associates strives to support best practices through culturally-responsive evaluation models that involve the partnership and development of local stakeholders attuned to the social and environmental needs of their own local community.

Principal

Sul & Associates is managed by David Sul who uses a collaboration model to attract specialists to serve on project teams. In this manner, clients are served by a broad representation of talents and experts.

In addition to being experienced evaluator, Sul is a psychometrician specializing in the application of Item Response Theory within educational settings. Sul is a Research Director for the Napa County Office of Education and serves on the collaborative team developing the statewide preschool assessment for the state of California. He is a former adjunct Planning and Evaluation lecturer for Sonoma State University. He has taught undergraduate Statistics for both Santa Clara University and the University of the Pacific. While at the University of the Pacific, he launched the Office of Assessment, working with all academic departments and programs to develop their learning assessment plans.
